was more than a brilliant legal mind—he was a man who lit up every room he walked into with his humor, generosity, and unshakable sense of joy. As co-founder of the Parra Law Office, Victor brought not only his legal expertise but also a spirit of compassion, fairness, and community to every case he touched. But beyond the courtroom, he was a man defined by the love he gave and the memories he left behind.

Victor cherished the time he spent with his family and friends. He never missed a chance to gather, to laugh, and to show up for the people he cared about. Whether running a 5K race on a Saturday morning or cracking a perfectly timed joke at a family get-together, Victor made the most of every moment. He had a natural way of making others feel seen, heard, and supported.

He served with honor as a Municipal Judge for El Paso County, earning the respect and admiration of his peers for his integrity, sharp mind, and unwavering commitment to justice. And yet, even with the weight of the bench on his shoulders, he never lost his lighthearted spirit. A true prankster at heart, Victor’s humor was disarming, his laughter contagious.

He also had a passion for sports cars—quick, sharp, and full of character—just like him. They were his pride and joy, and anyone who knew Victor knew that talking cars with him was a guaranteed adventure.

Victor left this world in 2022, but his spirit continues to live on in every person he touched. His kindness, wit, and boundless generosity are remembered with deep affection, especially by those who knew him best—like Lupe, who says, “He left a lasting impact on everyone—especially me.”

Education

Victor R. Parra’s professional journey was marked by dedication, discipline, and a profound commitment to serving others. He began his path in public service by proudly enlisting in the United States Air Force in 1989, later continuing his service in the Air Force Reserves until August 1997. After completing his military service, Victor earned his Bachelor of Science in Nursing from the University of Texas at El Paso in 1994, laying the foundation for his lifelong commitment to care and justice.

Driven by a passion for advocacy, Victor went on to earn his Juris Doctor from St. Mary’s University School of Law. He was admitted to the Texas Bar on May 3, 2002. As both a nurse and an attorney, Victor brought a rare combination of compassion, intellect, and integrity to every role he held—culminating in a respected career as a Municipal Judge and co-founder of Parra Law.

As a mentor to his brother, Manny Parra, Victor generously shared his wisdom and experience, helping shape the foundation of Parra Law.
